 PURPOSE OF THE JOB

The key purpose of this role is to facilitate the successful implementation of the defined INSETA learning strategy to deliver the required learning and skills outcomes. Focusing on Strategic Projects: (Bursaries for workers and youth, Candidacy for Workers and Youth, Skills Programmes for Workers and Youth, Small business and Cooperatives support, Entrepreneurship development, Employer and HEI Partnerships)

Key Performance Areas

Outputs

Facilitate the Learning Programme Strategy, Planning and Policy Implementation 20%

  • Develop and implement the Project Charters to achieve the approved learning programme strategy
  • Develop and implement guidelines for Strategic learning programmes
  • Provide input into the DG funding policy and procedures updates as well as implementation thereof
  • Responsible to meet departmental targets based on DHET SLA.
  • Develop criteria for learning programmes that are aligned with the approved learning programme strategy and the programme deliverables
  • Ensure the administration of performance reporting aligned and compliant with the set Technical Indicators
  • Adapt procedures to meet programme implementation requirements
  • Identify, prepare and submit projects for monitoring periodically to the Organisational, Planning, Data and Reporting division.
  • Collaborate with Skills Division to initiate research related activities to pilot programmes and the extension of scope of existing programmes

Contract Management 20 %

  • Efficiently manage the contract cycle time to comply with the financial year
  • Quality assurance of all recommendations, contracts, addendums and closure letters for sign off Managers, Executives Manager Operations and Executive Manager: Risk Management.
  • Monitor the approval process, implementation, progress, closure and addendums of contracts
  • Ensure the administration deliverables and processing of payments are line with the INSETA Discretionary Grant and Finance policies and procedures
  • Ensure that all required documentation to track contract progress is received by the defined deadline
  • Maintain and report on the Commitment register periodically
  • Manage and address non-performance with all beneficiaries, setting performance improvement targets and monitoring compliance

Finance and Budgeting 20%

  • Submission of projects budgets to Manager for approval
  • Monitoring project expenditure against the allocated budget
  • Administer and submit information when required by the Discretionary Grant Committees for Managers and Executives Manager Operations
  • Quality assurance of all payment batches to ensure alignment with set policies and procedures prior to submission to Manager and Finance

Corporate Governance and Reporting 10%

  • Adhere to the internal and external (DHET SLA and APP) INSETA Governance requirements by providing required documents to the DHET, AG and IA Representatives as required during audits.
  • Monitor internal performance against targeted objectives as per the APP and report on deviations.
  • Ensure delivery and utilisation of applicable systems and information provision in line with SLA’s and INSETA expectations
  • Attend and report on outcomes from committees (Specialist Forum, DG Evaluation, BSC and BEC) where appointed.

Stakeholder Engagement 10%

  • Represent Learning Programmes as first contact including responding to communication professionally and building professional and supportive relationships with stakeholders that engage on a regular basis as required
  • Build influential relationships with stakeholders to support effective and efficient processing of INSETA requirements in the Sector
  • Manage Stakeholder partnerships through Memorandums of Understanding.
  • Resolve stakeholder queries and complaints in a manner that maintains the stakeholder relationships within the defined timeframes

Project Management 10%

  • Identify proposed learning programmes and projects in line with learning programme priorities and submit recommendations for approval
  • Brief project beneficiaries on project and programme delivery objectives, reporting requirements and required outputs
  • Set up project tracking tools and reports and implement with beneficiaries
  • Track project progress and resolve challenges as required
  • Develop criteria for selection of beneficiaries in line with INSETA policy, strategy and learning programme requirements and priorities
  • Facilitate submission on any information required by the various committees

People Management 5%

  • Set KPA’s and deliverable in terms of the Strategic Objectives for the team
  • Build capacity within the team
  • Monitor, evaluate and manage the team performance
  • Build a cohesive, high performing team

General Administration 5%

  • Day to day management and responding to correspondence
  • Oversee the Admin dashboards of the team and ensure project administration is carried out effectively and efficiently.
  • Manage the process of provide quality information from records and database as required by various stakeholders.

REQUIRED QUALIFICATIONS AND EXPERIENCE

Qualifications

Minimum Requirement:

  • Grade 12 or equivalent
  • NQF Level 7  qualification  in Project Management/Learning and Development/ Programme Management or related field.

Preferred Requirement: NQF 7 qualification in a similar field would be preferable

Experience

Minimum Requirement:  

  • A minimum of 5 years relevant Programme/ Project Management which includes people or team management experience is required

Preferred Requirement: Appropriate experience in the SETA or Insurance Sector environment.

REQUIRED KNOWLEDGE AND SKILLS

Knowledge

Minimum Requirement: Knowledge and understanding of the PFMA and NT Regulations

Preferred Requirement: Knowledge and understanding of the appropriate legislative and regulatory frameworks. (PPPFA, BBBEE etc.)

Skills

Minimum Requirement: Attention to detail, ability to work under pressure and meet deadline under challenging circumstances.
