PURPOSE OF THE JOB
|
Responsible to ensure Development & Maintenance of Occupational Qualifications and Support Stakeholders to Achieve QCTO Accreditation for Insurance Specific Occupational Qualifications
Meet and achieve the strategic objectives and goals of INSETA according to laid down procedures and processes set by SAQA and INSETA

Support the achievement of INSETA Strategic Goals 40%
|
- Increase the number of NEW Occupational Qualifications and Short-Skills programmes developed and registered at SAQA.
- Manage existing Occupational Qualifications and maintain a database of qualifications to be reviewed.
- Support SDPs and Employers to achieve QCTO accreditation for Occupational Qualifications.
- Identify EISA exam venues to be supported for accreditation by QCTO for the hosting of exit examinations.
- Support the growth of Public TVET College system through the accreditation of TVETs for Occupational Qualifications.
- Monitor the compliance of stakeholders (SDPS and Employers) that have been accredited by QCTO and are implementing INSETA qualifications.

Optimal Utilisation of Financial Resources 20%
|
- Control Budget Funds in line with PFMA regulations and legislation as related to Qualification Development and Accreditation activities.
- Respond to audit requests and queries within the required time-period (two days).
|
Reporting, Risk and Compliance 20%
|
- Compile relevant reports and feedback mechanisms to evaluate SDPs, Employers & Assessment Centre performance to ensure good practice.
- Review and evaluate policy guidelines required for the performance and promotion of the ETQA function related to Qualification Development & Stakeholder Accreditations.
- Maintain integrity of compliance reporting according to deadlines and regulatory requirements
- Support and oversee work performed by stakeholders and advise in line with delegation of authority and INSETA policies
- Monitor, mitigate and report on risk associated within the sub-division as related to Qualification Development & Stakeholder Accreditations.
- Compile Monthly/Quarterly/Annual APP Performance reports for submission to ETQA Manager.

Stakeholder Engagement & Corporate Governance 20%
|
- Prepare, participate and implement an engagement Plan for Stakeholder support sessions.
- Coordinate and implement support activities for accreditation applications received from QCTO for site visits
- Ensure stakeholder documents are filed and stored according to the regulatory requirements
- Participate in SCM Committees
- Document own individual business area and develop a work plan in line with the organisational scorecard
- Ensure that business processes are documented and updated according to ETQA policies and procedures
- Participate, Contribute and Liaise with any research conducted at INSETA to enhance Qualification Development & Stakeholder Accreditations.
- Contribute to the development, maintenance and literature to be posted on the AQP Website.

REQUIRED QUALIFICATIONS AND EXPERIENCE
|
Qualifications
Minimum Requirement: Grade 12 or equivalent and an NQF 6 qualification in in Public Administration or related field, or related.
Preferred Requirement: NQF 7 Qualification in Public Admin and Project Management qualification.

Experience
Minimum Requirement: 3 years in the SETA environment preferably ETQA related administrative experience.
|
REQUIRED KNOWLEDGE AND SKILLS
|
Knowledge
Minimum Requirement: Knowledge of sector regulation compliance
Understanding of SETA Constitution
Preferred Requirement: Regulation Compliance
Understanding/knowledge of relevant South African legislation including PFMA
|
Skills
Minimum Requirement: Attention to detail, ability to work under pressure and meet deadline under challenging circumstances.
Preferred Requirement: High levels of stressful working conditions and working long hours.
