About the role

As a Land and Property officer you will work as part of the property team and support the management of workloads in order to deliver Value for Money services to customers in line with Council priorities, ensuring that the work incorporates the council’s cultural values. You will assist with the management and achievement of the service plan for your area so that it achieves its corporate and service objectives and outcomes.

You will be helping to deliver the Council’s vision for the economic growth of the City by its use of its assets.  The Land & Property Team is currently involved in several exciting projects that are going to shape the future of the City and undertakes a wide variety of property related work.

As part of a professional property team, you will be in the main responsible for the management of the Council’s non-operational and occasionally operational Property Portfolio, reviewing its performance and maximising its economic return for the City in all aspects of Asset Management. The work will cover the following areas:

• To support organisational development and continuous improvement by contributing to cross Council projects and supporting the Asset Management & Regeneration Management Team.
• Play an active role in consulting, engaging, and liaising with internal teams & via estate agents, providers, partners, developers, auction houses; marketing, communications in the estate / online and via long term empties to secure the right properties in the right locations.
• To undertake the management of the Council’s non-operational and occasionally operational Property Portfolio, reviewing its performance and maximising its economic return for the City in all aspects of Asset Management.
• The acquisition and disposal of properties including the sale of surplus properties and development sites, the sale of freehold reversions, and property acquisitions via agreement or compulsory purchase for the economic growth of the City.
• Undertake valuation and property work to other Directorates of the Council.
• Assist on compensation and rating list assessments and appeals.
• To assist with work on building a high yielding property investment portfolio.

The other areas of work that you may have the opportunity to be involved in include:

To identify development opportunities and undertake feasibility studies and provide advice on planning issues linked to the economic growth of the City. Contribute to the Performance Management requirements on property matters through assisting in the collection, interpretation and reporting of Performance Indicators.

Provide an efficient, effective and quality professional property service by way of flexible working and acceptance of responsibilities.

About You

In line with the Council’s values, you will:

• Have a property related degree qualification or equivalent experience in property.
• Be compassionate and have emotional intelligence - possessing excellent leadership and motivational skills to get the best out of people.
• Be an exceptional communicator.

• Have an excellent all-round understanding and experience of the property work and the relevant legal processes, balanced with commercial acumen and compassion.
• Have a well-tuned ability to effectively work with businesses, politicians and development or investment interests.
• Ability to take forward development and physical regeneration initiatives and policies from inception through to development to implementation
• Ability to deal with Member enquiries efficiently and effectively
• Understanding of and commitment to sustainability in service delivery
