Job Title: Concession Contracts Manager

Location: Atyrau, Kazakhstan

Job Purpose

The Concession Contracts Manager is responsible for managing the lifecycle of concession-based contracts within the energy, power, and utilities sectors. This includes overseeing contract negotiation, execution, compliance, and dispute resolution for projects in Kazakhstan and similar markets. The role ensures that all contractual activities are aligned with applicable laws, financial models, regulatory frameworks, and operational requirements. The manager plays a strategic role in protecting project value and mitigating risk while maintaining positive stakeholder relationships.

Key Responsibilities

Contract Management & Compliance

• Develop and implement robust contract management procedures tailored for concession-based projects.
• Ensure contractual compliance with local laws, financial regulations, and concession frameworks.
• Monitor adherence to project timelines, performance standards, and return-on-investment expectations.

Contract Negotiation & Structuring

• Lead the drafting and negotiation of key agreements, including EPC, O&M, concession, and financial contracts.
• Provide guidance on contract structuring and risk allocation strategies to maximize project value and minimize exposure.

Claims Management & Risk Mitigation

• Identify potential contractual risks and develop mitigation and claims management strategies.
• Oversee dispute resolution processes, working closely with legal and project teams to ensure timely and fair outcomes.

Stakeholder Coordination

• Collaborate with legal, finance, procurement, and project teams to ensure cohesive and compliant contract delivery.
• Coordinate with government agencies and regulators to maintain legal and contractual alignment.

Performance Monitoring

• Oversee contractor and concessionaire performance against agreed service levels and contractual obligations.
• Review and manage contract modifications, extensions, or amendments in line with evolving project needs.

Training & Process Improvement

• Design and deliver training on concession contract management and compliance best practices.
• Drive continuous improvement in contract management tools, systems, and documentation standards.

   

Qualifications & Experience

• Education:

  Bachelor's degree in Law, Business Administration, Engineering, or a related discipline.

• Professional Experience:
  • Minimum 8 years of professional experience.
  • At least 5 years in a supervisory or contract management position.
  • GCC experience (2 years minimum) is considered a plus.

• In-depth knowledge of concession models, including EPC and O&M agreements.
• Expertise in contract negotiation, legal compliance, and financial frameworks.
• Strong understanding of risk management, dispute resolution, and claims processes.
• Familiarity with contract performance metrics and regulatory compliance tracking.

Software & Systems

• Proficient in ERP systems (SAP preferred).
• Strong working knowledge of contract management and documentation systems.
