Overview

Urbacon Concessions Investments is seeking an experienced Concession Project Manager to oversee the execution and delivery of large-scale infrastructure projects within the concession framework. This role will ensure compliance with concession agreements, regulatory standards, and long-term operational goals in power plant, oil & gas, and energy & utilities projects in Kazakhstan.

Key Responsibilities

• Develop and implement project plans in alignment with concession agreements, ensuring regulatory compliance and financial sustainability
• Manage project scope, schedule, and budget to optimize cost efficiency and concession lifecycle performance
• Coordinate with government authorities, investors, and stakeholders to ensure compliance with concession commitments
• Oversee engineering, procurement, and construction (EPC) activities to maintain project quality, safety, and operational readiness
• Identify and mitigate risks related to concession obligations, financing, and long-term asset management
• Ensure concession-specific milestones are met, integrating financial models and investment returns into project execution
• Lead contract administration, ensuring EPC and O&M agreements align with concession project requirements
• Manage the transition from construction to operations, ensuring asset integrity and regulatory compliance for long-term operations
• Implement sustainability and efficiency measures to enhance overall project performance
• Develop and mentor project teams to strengthen expertise in concession-based infrastructure management

   

Requirements

• Bachelor's degree in Engineering, Project Management, Business Administration, or a related field (Master's preferred)
• Minimum 8 years of experience, with 5 years in a relevant supervisory position
• At least 2 years of GCC experience is a plus
• Strong understanding of concession project execution, public-private partnership models, and regulatory frameworks
• Expertise in project management, contract administration, and financial oversight for power plant, oil & gas, and energy & utilities projects
• Experience with EPC, O&M, and risk management within concession agreements
• Excellent leadership, stakeholder management, and decision-making skills
• ERP knowledge (preferably SAP) required
